YOUTH PROGRAM COORDINATOR at Children International Zambia

Children International (Zambia) is a non-profit, non-governmental organization founded in October, 2003, to support children and youth under the sponsorship program in poor communities of Chibolya, George and Kanyama.

POSITION SUMMARY

The Youth Program Coordinator is responsible for the planning, monitoring and evaluation of the Agency’s Youth Programs to improve youth participation and develop self-reliant adults with the job skills and drive to break free from poverty while improving their own community.

POSITION OBJECTIVES

  1. Responsible for ensuring the implementation of youth empowerment programs.
  2. Create relationships with other NGOs, private sector, empowerment agencies, and relevant government entities to create youth empowerment opportunities for beneficiaries.
  3. Increase empowerment indicators for youth beneficiaries.

SCOPE

Reports to: Programs Manager.

KEY AREAS OF RESPONSIBILITY

  1. Constantly gather, review and analyze statistical and qualitative data of the Agency and research local, national and international youth development trends that are useful in the planning and development of various youth programs.
  2. Prepare work plans, implementation plans and financial plans of the Agency’s youth programs in accordance with prescribed CI formats, tools, systems and requirements.
  3. Develop various Youth Program “non-core” or “major donor proposals” in accordance with CI and other funders’ templates, systems and requirements.
  4. Coordinate and facilitate the development of Youth Program plans and the corresponding planning processes of the core youth program approaches and the Youth Council’s Youth Empowerment Fund projects.
  5. Prepare, update or revise Program Implementation resources that may include implementing guidelines, work flows, policies and instructions, MOAs/ MOUs, communication templates, data sources, modules/ training curriculum, IEC materials, reporting templates and other activity implementation documents.
  6. Design/ develop, pre-test or update monitoring and evaluation data collection tools for the Youth Programs’ process/ output and outcome indicators.
  7. Collaborate with the IT Department in the development of databases and electronic M&E tools.
  8. Orient and provide technical assistance to the SAC Coordinators, Program Facilitators, designated Field Officers, adult/ youth volunteers and Youth Council members in implementing the Youth Program approaches based on the work plans and Program Implementation resources endorsed to the team that will implement the activities/ projects.
  9. Facilitate the coordination of individuals and teams involved in program implementation with partners and stakeholders.
  10. Carry out routine administrative, supervisory and operational tasks that are supportive of program planning, implementation, monitoring and evaluation in collaboration with the Sponsorship, IT, Accounting and Operations departments.
  11. Directly supervise the Program Facilitators hired to implement and provide support to specific Youth Programs
  12. Institute program control measures by periodically comparing the plan/ target versus the current status/ actual so that preventive and corrective actions can be taken when there are deviations/ variances in the target beneficiaries, schedules and costs.
  13. Routinely track the progress of Youth Program results (outputs and outcomes) utilizing prescribed CI tools and systems such as the Benefit Tracking System and SOA-developed M&E tools.
  14. Conduct periodic visits to the service areas, communities and beneficiaries’ homes/ schools to monitor and evaluate Youth Program approaches and activities and prepare M&E/ visit reports.
  15. Analyze and report M&E results, provide timely feedback and recommend action points to improve the quality of the current and upcoming Youth Program approaches and activities.
  16. Respond to Youth Program requests for information, clarifications and reports from the Agency managers and staff, Asia Regional Office and Children International Kansas City (CIKC).
  17. Prepare Quarterly Statistical Reports (QSR), Mid-Year Reports, Year-End Reports and other Youth Program reports required by the Regional Office, CIKC and funders/ donors in accordance with prescribed templates, systems, policies and requirements.

Strategic Relationships:

  1. Establish networks and linkages with local government units, government agencies and other organizations for resource complementation and supplementation.
  2. Develop strategic relationships with educational entities, business persons or other entities in the sector.
  3. Coordinate the development of activities in an inter-institutional fashion.

Other

Support implementation of all activities related to their department that is required or assigned. In case of an emergency situation, it is expected that the person in this position be flexible and willing to work outside of the responsibilities included in this job description. It is expected that this individual would be capable of adapting to the tasks and schedules required according to the needs.

REQUIREMENTS

Education:

  • Degree in any of the following disciplines: Education; Youth Development and Empowerment; Social Work, or Psychology. Specialty in youth development and empowerment is preferable.

Skills:

  1. Advanced Project and Program Management
  2. Training and engaging youth and families
  3. Drafting and submitting reports and projects
  4. Poise and self-confidence to promote the programs and establish effective relationships with strategic institutions, including relevant government agencies
  5. Problem solving and negotiation

Experience:

  • A minimum of three years of professional experience in a related position, after receiving undergraduate degree.

Knowledge

  1. Knowledge of social programs and social development as they relate to youth and empowerment.
  2. Extensive knowledge of the local Formal and Vocational Education System.
  3. Development of strategies, programs and community mobilisations.
  4. Languages: Fluency in local language required. High level of written and conversational English.
  5. Proficiency with IT tools Office and Windows (Excel, Word, Power Point), intermediate level.
  6. Use of equipment: computer, telephone, photo camera and video beam.

Highly desirable skills:

  1. Excellent verbal and written communication skills.
  2. Ability to create clear, concise and grammatically correct reports.
  3. Specialization in a related field
