For the Zambia Scaling Up Nutrition Fund Management Program we are looking for a dynamic and highly motivated Fund Management Lead


SNV is preparing for the upcoming Scaling up Nutrition (SUN) 2.0 Fund Management Programme supported by DFID. The programme is expected to offer a robust and adaptive approach to support the Government of the Republic of Zambia (GRZ), SUN Technical Assistance and Learning and Evaluation (L&E) providers in realising Zambia’s nutrition targets. The programme covers initially 15 districts and will be extended to 30 districts in the second year. It covers a period of 5 years, with an inception phase of 5 months.

Overview of the Position

The Fund Management Lead will oversee and support SUN financing mechanisms, including procurement, grant systems, due diligence and auditing. The fund management lead is part of the Project Management Team (Team Leader, Technical Assistance Lead) and heads a team of procurement and logistics expert, legal advisor, grant officer, internal auditor and financial administrator. The SUN fund is approximately 20m Euros over 5 years and entails many disbursements to various levels of government, NGO’s and other agencies.

Key Responsibilities

  • Leads the design and implementation of the Fund, manages and oversees all technical and managerial aspects related to Finance, Grants Management, Results Based Finance and other financing instruments;
  • Facilitates bank guarantee procedures with local banks;
  • Ensures setting-up of financial system and procedures (to be agreed with Steering Committee and as articulated in the Operations Manual);
  • Develops and implements effective internal control measures;
  • Facilitates the setting-up of relevant bank accounts
  • Develops payment procedures;
  • Set-up of audit trail and documentation system, efficient payment procedures, maintenance of financial records and documentation.
  • Ensures timely financial reporting and provides supervisory oversight of the budget to ensure timely spending;
  • Conducts annual performance appraisals and ongoing supervision of the grants and financing mechanisms.



  • A postgraduate qualification in Economics, Finance or equivalent;
  • A minimum of 7 years or more in managing large (> 10m Euros) donor-funded programs (preferably DFID);
  • Demonstrated experience and understanding of fund management programmes, budgetary management, forecasting and financial controls;
  • Demonstrated experience in managing funds (grants and incentives), preferably in nutrition related projects;
  • Experience with output-based result incentives;
  • Experience in delivering Value for Money programmes;
  • Ability to build and maintain relationships with donors, private sector and other stakeholders;
  • Results orientated and committed to accountability;
  • Knowledge of and experience with working with Zambian Government bodies, from national to lowest administrative levels.
  • Excellent communication (written and oral), reporting and presentation skills; and Fluent in English
