TITLE:   Governance Program Officer

LOCATION:  Lusaka, Zambia

REPORTS TO: Senior Program Officer-Health Governance Officer

Summary:

Counterpart International is implementing a USAID-funded five and half year Cooperative Agreement for the Fostering Accountability and Transparency in Zambia (FACT Zambia) program. The program will improve the ability of Zambian civil society organizations (CSOSs) and citizens to collaborate with selected government entities to enhance and promote transparency and accountability in the delivery of targeted public services. The first objective of the program is to encourage civic participation among Zambians by strengthening the ability of CSOs to engage with grassroots constituencies in the areas of education, health and HIV/AIDS, sustainable rural livelihoods, and environment. The second objective aims to increase and improve the engagement between citizens and government service providers in these sectors.

The Program Officer will provide support in the design and implementation of activities related to civil society work to support improved accountability and transparency for improved service delivery. The officer will support the communications function and will be responsible for development and dissemination of program communications materials. This is a one year contract staring October 1 2018 to end September 30 2019.

Duties and Responsibilities:

General program support

  • Responsible for updating the calendar of activities and tracking the quarterly workplan.
  • Provide support to the Governance Program officers in planning of program activities.
  • Develop strong organizational relationships and partnerships with local and national government authorities.
  • Promote and support the integration of gender and inclusiveness as defined by the FACT Gender integration strategy.
  • In collaboration with the grants team, organize regular field monitoring visits of designated sub-grantee.
  • Contribute to overall FACT project planning and development and participate in the development of donor deliverables such as quarterly reports and workplans.
  • Other duties and responsibilities as assigned.

Organization Capacity Development Support

  • Ensure Counterpart’s OCD best practices are institutionalized within the program and adapted to the Zambian context;
  • Responsible for collating and analyzing the capacity building assessments and action plans of all FACT partners.

Communications and External Relations Support

  • Guide and ensure the highest quality of project monitoring, evaluation, reporting and communications.
  • In collaboration with HQ Communications team, take a lead in the production of FACT publications and in external relations and liaison functions.
  • Keep updated contact information data for relevant stakeholders (partners, government, national and international media and donors).
  • Provide support to CSO partners in producing public outreach materials and provide technical assistance for reporting and promoting their activities.
  • Take a lead in developing program success stories.
  • Provide support to ensure program collateral is updated on a quarterly basis, in coordination with program staff.
  • Maintain files ensuring an updated library of media, photos, and related programmatic materials.

QUALIFICATIONS:

  • Bachelor Degree in social science, mass communication or related field.
  • Minimum of 3 years’ experience in successfully implementing governance projects with an excellent understanding of sector policy, advocacy, accountability and transparency issues in Zambia.
  • A minimum three (3) years of demonstrated experience and expertise in civil society strengthening, including capacity development; organizational development; community mobilization; and civil society-related training and facilitation in one or more of the above-mentioned fields, organization development and/or program management experience strongly preferred;
  • Demonstrated experience in communications, design and production of media outreach materials including print, radio and social media, and writing stories of impact.
  • A team player, collaborator, able to build effective collaborations and networks.
  • Excellent verbal and written communication skills.
  • Able to travel regularly to support partners outside of Lusaka.
