Position Overview

The DREAMS Manager will provide leadership, program and financial management support for the DREAMS project including management of day-to-day operations of the project and supervising relevant staff under this project. Reporting to the Operations Director, the responsibility of the Project Manager – DREAMS will be to provide leadership to the planning, coordination, implementation and monitoring of all facets of the DREAMS project, build, lead, and guide the DREAMS project team. S/he will provide technical management and overall oversight in the following areas; budgeting and expenditure control, development and control of implementation plans as well as high quality financial and narrative reporting. As part of her/his responsibility and to assure objectives are being met and quality is being assured S/he will be expected travel extensively to all DREAMS project areas. The DREAMS Project will be implemented in close partnership with government, ZCHPP, DISCOVER Health, SAFE, ZAMFAM, Peace Corps, NAC and other stakeholders in the district and at national level and for this reason the Project manager will be expected to demonstrate excellent partnership management skills.

KEY AREAS OF ACCOUNTABILITY:

Project Management; Programme delivery, management and quality assurance

  • Manage and coordinate all activities under the DREAMS project, including the development and implementation and monitoring of project and budgets according to donor agreements and rules/regulations, internal policies
  • Plan and provide oversight on implementation and monitoring of all technical components of the DREAMS project in all CMMB DREAMS districts and at national level
  • Provides leadership in overall planning for annual, quarterly project plans and development of monthly Scopes of Work.
  • Responsible for ensuring quality and the timely implementation of the DREAMS project and day to day management of the project.
  • Monitor and promote integrated programming in order to increase overall DREAMS project impact.
  • Oversees the development and implementation of annual implementation plans for the DREAMS Project.
  • Develop, lead, and coordinate the DREAMS project team and provide technical leadership and supportive supervision to the staff reporting into the DREAMS Project Manager.
  • Hold overall responsibility for the development and implementation of all aspects of the project in the area of responsibility.
  • Ensure that the project is implemented in strict compliance to CMMB’s policy and donor requirements and regulations which include, in all aspects and phases of implementation.
  • Lead and motivate the project team to instill responsibility in the delivery of the project’s goals and objectives.
  • Ensure regular monitoring and monthly reporting on all grants’ management aspects: budget and actual expenses analysis, work-plan progress and updating, data collection and analysis and monitoring of indicators.
  • Take full responsibility for the delegated budget holding function on the programmatic aspects of the supervised grants, participate actively in finance meetings and contribute to financial decision making.
  • Communicate and work closely with Finance & Grants to develop quarterly and annual expenditure forecasts, monitor monthly expenses ensuring to address overspends and underspends, and ensure that expenses are incurred in accordance with annual budgets, quarterly expenditure forecast, and using correct budget codes.
  • Maintain effective program reporting, monitoring and evaluation systems for both internal and external use and ensure that monitoring and evaluation tools are systematically implemented and used by the team, in cooperation with MEAL staff.
  • Produce high quality reports within agreed reporting schedules.
  • Conduct regular field visits, including discussions with beneficiaries.
  • Document programme learning, and incorporate analysis and lessons learned into new strategies/activities and advocacy work.
  • To conduct supervisions in collaboration with district teams and stakeholders.
  • Participate in quarterly review meetings with partners for the project
  • In collaboration with the MEAL OFFICER, other staff and partners effectively contribute to documentation and dissemination of lessons learned and best practices of the DREAMS project
  • Ensure all donor questions, concerns and information requests are responded to appropriately and timely.

Performance management and capacity building

  • Manage, lead and motivate direct reports staff in the area of responsibility, ensuring they have clear objectives and receive meaningful feedback on their performance regularly including through annual staff appraisals of staff reporting to her/him in collaboration with the human resources department.
  • Create and maintain a cooperative and positive working environment where staff have clear roles and responsibilities, participate in decision making and are supported in progressing towards their objectives.

Coordination

  • Coordinate with relevant stakeholders for the smooth implementation of the project in every DREAMS Catchment area e.g.: ZCHPP, DISCOVER Health and SAFE
  • If and when required, represent CMMB with local authorities and governmental counterparts, donors among others to ensure that the DREAMS project is coordinated with these bodies.
  • Represent the DREAMS project in coordination meetings at district and national level and other locations in the area of responsibility.

Programme development and fundraising

  • Identify the most appropriate programming interventions for meeting the needs of AGYWs and beneficiaries based on assessment findings.
  • Contribute and participate in the development of new funding applications/concept notes and proposals by providing the technical inputs as required
  • Incorporate analysis and lessons learned into new strategies/activities.

QUALIFICATIONS, EXPERIENCE AND SKILLS:

ESSENTIAL

  • Bachelor’s Degree in any Social Science or Education. Masters with Education related background will be an added advantage.
  • Minimum of 8 years’ experience managing projects
  • Familiarity with HIV and AIDS prevention programming
  • Knowledge of donor rules/regulations particularly USAID funded projects important
  • Well-honed project management skills and experience
  • Budget management and financial skills and experience.
  • Ability to work under pressure and meet deadlines.
  • Self-motivated and creative.
  • Excellent interpersonal communication skills and ability to represent agency and work effectively with a range of stakeholders, including government and partner NGOs.
  • Excellent command of written and spoken English
  • Sound report writing skills Excellent knowledge of Microsoft Office applications in providing technical leadership for successful initiatives in youth programming Knowledge and experience in successful mainstreaming of economic strengthening and Gender and gender across sectors.
