The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.

GIZ is implementing a joint initiative between the German and Southern African Regional Governments (South Africa, Lesotho and Zambia) with funding from the BMZ. This initiative is called the Prevention of Violence Against Women and Girls Programme (PVAWG). The overall objective of the programme is to strengthen the cooperation among governmental, non-governmental and private sector actors to prevent violence against women and girls (VAWG) in Southern Africa with four (4) outputs, namely:

(i) Output A: strengthening institutional capacities of actors for coordinated implementation of prevention measures
(ii) Output B: implementation of flagship measures by multi-stakeholder partnerships for the prevention of VAWG
(iii) Output C: implementation of practice-oriented research, which meet information needs at global, regional and/or national level and the actors’ need for evidence
(iv) Output D: Regional sharing of lessons and research findings generated in the other outputs between actors from different countries in Southern Africa

In Zambia, this programme is being implemented in Southern Province. Thus, GIZ seeks to recruit a suitable candidate to fill the following position who will work hand-in-hand with the component leader:

Advisor (Choma based)

REF: GIZ_PVW_ADV

The advisor will support the programme’s efforts under Output B and will help to ensure that the implementation of the flagship measures support the delivery of the other outputs. To this end, the advisor is responsible for:

  • providing implementing partners of the flagship measure with the necessary technical expertise and capacity development to undertake their tasks;
  • establishing and supporting the necessary structures for the management and coordination of the flagship measure;
  • managing the GIZ contribution to the flagship measure;
  • innovation and knowledge management related to the flagship measure

Main tasks and responsibilities:

Advising the partner institution(s)

  • Serving as a first point-of-contact and advisor for the implementing partners of the flagship project on approaches of breaking the silence around and reducing acceptance of violence against women and girls
  • Assisting in the development and monitoring of (joint) project/operational plans and activities
  • Supporting the development of a results-based monitoring (RBM) system for the flagship measure, and advising partners on the continued application thereof
  • Assessing capacity development needs of the implementing partners and dealing with the design, preparation and implementation of workshops, training and other capacity development measures
  • Developing and organising quality assurance measures and suggesting necessary changes and improvements to the work of the implementing partners

Networking and cooperation

  • Establishing and (co)chairing a meeting, communication and working structure for the joint implementation and coordination of the flagship measure
  • Facilitating cooperation, regular contact and dialogue with and between implementing partners, as well as with other relevant governmental, non-governmental and private sector actors in the project environment
  • Facilitating sharing of the results, experiences and learning from the flagship measure at national and regional exchange forums

Knowledge management

  • Assisting with research activities and studies related to the flagship measure
  • Contributing to the monitoring, documenting and reporting on (the GIZ contributions to) the flagship measure
  • Using RBM data to suggest necessary changes and improvements to the contributions of GIZ to the flagship measure
  • Feeding lessons learned and gained knowledge into the GIZ and partner network
  • Preparing appropriate input for PR materials and various programme reports including annual reports, and contributing to the other reports required by the programme manager and GIZ Head Office

Coordination/administration tasks

  • Working closely with, and reporting to, the team leader for the day-to-day planning and execution of tasks
  • Assisting with general project planning for the Zambia component as well as the regional programme
  • Assisting with management of contracts (grants and services) between GIZ and implementing partners of the flagship measure
  • Coordinating relevant project activities at local and – where relevant – regional level in consultation with the team leader for Zambia and in cooperation with the partners
  • Ensuring synergies with other programme activities and compiling the relevant information for joint activities and assignments

Qualifications and requirements:

  • Minimum of a bachelor’s degree in Gender Studies, Development Studies, Sociology, Psychology, Public Health or other relevant field; a master’s degree is an added advantage
  • Additional qualifications in gender based violence and/or project management is also desirable

Professional experience

  • At least 5 years’ professional experience, of which at least 3 years in a technical position in the area of gender based violence / violence against women and girls
  • Practical experience with approaches for prevention of violence against women and girls, e.g. social norms change, male engagement and/or women’s empowerment approaches
  • Track record on the successful establishment of partnerships and networks, including with donor agencies, government institutions, civil society and/or private sector companies
  • Proven experience with project management, including establishing results-based monitoring systems
  • Experience with developing and facilitating training and workshops
  • Experience in an international organisation is an asset
  • Experience of working with Zambian government (at sub-national level), especially the Zambia Police Services, is an added advantage.
  • Professional experience in the Southern Province is an added advantage

  • Ability to work independently as well as in a team

  • Understanding of dynamics/power structures at the local level
  • Excellent command of spoken and written English
  • Proficiency in the using MS Office (e.g. Word, PowerPoint and Excel)
  • Possession of a valid driver’s license is an added advantage
